While the initial briefing suggested using two opposing bar charts, we proposed a Sankey diagram visualization. This format more effectively illustrates the relationships between contributors and recipients, with the width of each flow line proportional to the amount of funding transferred.

The interactive features of the diagram allow users to explore funding flows in detail—by contributor, by agency, and across different years—making the data both accessible and engaging.
